An approach goes down in layers. Compacted subgrade, then a coarse base course that carries the load, then surface rock shaped to shed water. Rock dumped on soft ground and bladed flat looks finished for about two months. New ditch slopes get seed and an erosion control blanket, because bare ground here does not stay where it was put.
